staticmethod 封装函数为静态方法

内置函数（类）staticmethod，Python 官方文档描述如下：

将函数转换为静态方法。

静态方法不会接收隐式的第一个参数。可以传递一个函数作为参数定义为静态方法，也可以使用装饰器的形式将一个自定义函数定义为静态方法。
